Questions about censuring the Prez

Not trying to yank any chains, I am only trying to understand this action.

1. Can Congress censure the Preznit? What about separation of powers?
2. What would happen? In Congress, a censured member can vote, but cannot speak on the floor, correct?
3. Is this a largely symbolic action?

i don't think the have the authority, other than via impeachment, to dole out any tangible punishment.

Yes, they can censure the President. It doesn't really have any effect on the role of the office or its policies, basically just a formal "statement for the record" that the body disapproves of the behavior or actions of an official, if you know what I mean.
