New immigration reform plans a government money making scheme?

After reading the details of the immigration reform plans currently wending their way through Congress, I started to wonder if they aren't hatching up some type of money making scheme.

In particular:

"The McCain-Kennedy plan would allow those in the country illegally to obtain six-year nonimmigrant visas under which they could work in the country and travel outside the country. They would have to pay a $1,000 fine and undergo background checks.

After six years, the immigrant who pays back taxes, is learning English and pays an additional $1,000 fine can apply for a green card, or permanent residency."

If we currently have about 6 Million illegal workers, then $1000 per if my math is correct works out to around $6 Billion. Then another $6 Billion when they apply for residency. Plus the taxes they fork over. But would they actually enforce it, since they barely enforce the laws on the books now?

I'm not sure exactly how I feel about this. Any thoughts from DUers?
