WASHINGTON (AP) — Reports of sexual assaults in the military increased by nearly 40 percent last year, the Pentagon announced Thursday, saying the increase was at least partly due to a new program that encourages victims to come forward.

According to a report released Thursday, there were 2,374 allegations of sexual assaults reported during 2005, compared to 1,700 in 2004. Of last year's reports, 435 were initially filed under a new program that allows victims to report the incident and receive health care or counseling services but does not notify law enforcement or commanders.

1. Is this due to more assaults, or better reporting of them?

2. Reporting of sexual assaults have gone up
not the number of actual assaults. That's how I read the story. This new and improved reporting method was in effect in the Navy at least eight years ago. It was a bureaucracy unto itself.

3. However...
What I see is that the reports have increased somewhat due to the fact that authorities and commanders will not be brought into it. Rhetoricaly speaking do, or did, these victims have have something to fear from their commanders, their units and the MPs?\
Regardless if the numbers have gone up due to more reporting, they are entirely too high in any case.

4. It certainly was the perception of the victims
that they had something to fear from their chain of command; whether they actually did or not. That would especially be true if the victim was a junior member, who seldom has the opportunity to see their commanding officer for any reason (the god upon high.)
