Can local officials require a citizen to form a PAC?

in order to accept donations if she puts up a website that attempts to sway voters on issues and/or candidates in a local election (for the school board)?

I spoke to Charlie B*******g at the Campaign finance for Montgomery county and I told him that my web site is nothing but facts about our school officials, finance and a timeline of what is to come. He feels strongly that I can accept donations as long as I do not mention anything about how to vote in for or against a candidate r for a levy/bond.
I then called Kelly N**r who is the Asst. Camp. Finance Admin. in Columbus, oh and he basically said the same thing. They look for the words, DEFEAT, ELECT, SUPPORT AND OPPOSE, as long as we do not sway voters we are OK. We do not need to be a PAC and I can put on the home page 'donations accepted'.
He gave me the information to check the Ohio Revised Code 3517.01B8 for the exact definition of PAC. Should be able to find it on the Secretary of State of State of Ohio website.


I say it's still a free country and she can say what ever she wants on the web and take non-tax deductible donations too?

I'm not sure but in order for people to get credit on income tax for donating to you...you have to be 501c3.
