Nixon didn't authorize torture. He may have been a dirty dirty politician, but did he torture people? NO! Delay was the Republican leader of the House and could have stood up to the President. I don't think history will look upon him with a very good impression. I, mean, between the torture and corruption wow Delay is screwed.

While Nixon surely belongs in the bottom 10 Presidents, he's nowhere near the bottom-feeders of the Bushoilini regime.
