Did Libby say it was * to protect Cheney?

We all know that Cheney is behind most of the decisions in this administration, although I'm sure * is informed about everything going down. But by claiming it was *, who apparently has some legal cover, Libby keeps a very vulnerable Cheney off Fitzgerald's chopping block. Sounds like a another Rovian plot to me.
