3. definitions
cabal - A conspiratorial group of plotters or intriguers: "Espionage is quite precisely ita cabal of powerful men, working secretly" (Frank Conroy).

junta - A group of military officers ruling a country after seizing power.

I still like cabal, seeing as how most people in the Shrubbery are not actually military officers, being chicken-hawks. But junta does explain the seizure of power through extr-legal means.
I am sticking with cabal.

6. Oh, definitely a cabal, but with the "I'm commander in thief, so whatever
I do is, de facto, legal" line, he introduces the military power angle, so junta becomes appropriate, doesn't it?
