If the professional military and bureaucrats want to stop Bush,

how do they do it without breaking the law? What happens if he gives the order to nuke Iran? Who can they turn to to prevent this disaster?

I'd also say religion, since it is arguable whether or not you can force a person to engage in behavior in conflict with their religious beliefs.

but I doubt it. If the Pentagon gets the order they are bombing...unless you want to spend the rest of their life in a federal pen. AFTER he bombs the world can try him for war crimes.

Just asking.

So far, the very few with a conscience have been "retired". Those that remain seem committed to the Chimperor. If he orders a nuclear attack, another handful of senior officers will resign. The majority who are still there will obey orders, some happily.
