Here's a quote from Josh that I completely agree with when discussing Bush and his planning for Iran:

The question is how do we "hem these guys in or constrain them..."? It requires a Congress with a backbone or at least the political will to constrain the administration...not the rubber stamp Republican Congress we now have.

I don't think Bush will even take this to Congress *before* we strike. he will instead use the demented war powers act, which allows him to do ANYTHING as long as he reports back to congress within 60 days. Their idiotic war campaign (Plan A) is 'we bomb them back to the stoneage, they submit to our authority, all done'. Plan B is 'oops it is a total goat fuck, the Iranians are blowing the shit out of gulf shipping and the shiite bastards in Iraq have laid siege to our bases, THIS MEANS WAR'.

In either case they get this all in the pipe just in time to rerun the warprez bullshit for the 06 election fraud campaign.

My point is that this will either be a 'done deal he's a war hero again' or 'its war! stay the course! don't flinch now!'. For them there is currently no downside.
