Why are Burma and Congo not "Axis of Evil" members.

Tonight on NOW (on PBS), Peter Gabriel was talking about an organization he's working with (Witness) and the show mentioned the genocides and atrocities affecting millions of people in those countries. Yet you don't hear the repukes getting all fired up about them. "Saddam was a bad guy to his people" (gassing them with gas we sold him, then shaking Rummy's hand) is enough of a justification to spend billions of dollars and tens if not hundreds of thousands of lives but genocide doesn't cut it?
