The DECIDER - does it mean he's taking responsibility?

When bush* stood up and said "I'm the Decider" does it mean he's taking responsibility? Does it mean the buck really stops at his desk?

does it mean an end to the excuses? No more pet scapegoats? No more "..not to be taken literally.." excuses? No more finger pointing? No more whining that "so'n'so did it too"

The next time a GOPer drags out a pet scapegoat, sings the current spin, points a finger or whines - tell them "Bush is the Decider, and with that goes responsibility."
