CARTHAGE — Contract negotiations for 180 Carthage Area Hospital employees are at a standstill while the hospital and the union representing the workers have filed complaints against each other with the National Labor Relations Board.

As the employees work under the terms of an expired contract, charges are under investigation by the NLRB on behalf of the hospital and Local 1199, Service Employees International Union, United Healthcare Workers East, the local representing the 180 employees.

The employees consist of licensed practical nurses, medical technicians and technologists and service, maintenance and clerical workers.

Paul J. Murphy, assistant regional director for the NLRB, wouldn't specify what the charges for either party were.

"There are three charges filed by the union against the hospital," he said. "Two charges have been filed by the hospital against the union. They are still under investigation."

He said the board issued two complaints against the hospital earlier this year, and the hospital declined to settle that matter. The case is tentatively scheduled for a July 30 trial in Watertown unless both parties settle the charges out of court.
