Union membership has declined nationwide to less than one in six of all private company employees. Most union members are now public employees working in local, state and federal government offices.
As with the barrage of multiple ballot initiatives unions have aimed in response to a right to work initiative in Colorado, the coming national campaign by labor will mount a legislative blitzkrieg designed to force pro-business Republicans and conservatives to defend far more fronts than their resources or numbers allow.
The following three proposals are expected to be centerpieces of the push that will also include additional measures yet to be made public:
* Employee Free Choice Act: Abolishes right of secret ballot when employees vote on whether to join a union. Would make it significantly easier for unions to add new members and organize companies that are now non-union.
* Repeal National Right to Work: Section 14(b) of the landmark Taft-Hartley Act of 1947 permits states to adopt laws guaranteeing workers the right to keep their jobs without having to join a join. Repeal of this law will be a first order of business in the new Congress.
* Patriot Employers Act: Proposed by Sen. Barack Obama, this measure would require companies receiving federal tax credits to maintain headquarters in the U.S. and to have more employees here than working abroad.
