NH Senate considers anti-union bill

CONCORD, N.H.—The New Hampshire Senate is holding a hearing this week on legislation that would end the practice of requiring nonunion members to pay a share of collective bargaining costs.

The House has passed the bill and Gov. John Lynch said he would veto it. Lynch objected because he believes the bill would undercut the collective bargaining process in the state.

The House amended the bill to remove the obligation of public sector unions to bargain on behalf of nonunion members.

Supporters argued the bill increases personal freedoms. Opponents said it could create problems for employers, such as creation of minority bargaining units.

The Senate hearing is Tuesday.

UNION SUPRESSION
The House Workforce Development and Workplace Safety Committee heard House Bill 492. The bill revises authorization for public labor union payroll deductions. It imposes unnecessary and burdensome paperwork requirements on payroll deduction of dues and political contributions by public union employees and imposes a large tax on such transfers. The wording of the bill is unclear as to whether this tax increase applies only to state employees or also to other public employees, such as school employees. AFT strongly opposes this unnecessary interference in the operation of labor unions.
