Teachers union files breach of contract
By Chris Fowler, Stars and Stripes
Pacific edition, Sunday, January 20, 2008

YOKOSUKA NAVAL BASE, Japan — A breach of contract has been filed by the Federal Education Association against the administration of Yokosuka’s The Sullivans School.

In a Jan. 16 union update obtained by Stars and Stripes, Trevor Stanton, a gym teacher and union representative at the school, wrote the alleged breach is over the administration’s “failure to respond to our lunch grievance.”

The filing stems from a Nov. 16 grievance in which Principal Dave Russell was asked to either cancel his direction that teachers perform lunch monitor duties or pay them “their hourly rate for time spent providing such supervision.”

In a Nov. 29 response, Russell denied the request, citing that “all teachers have at least a 30-minute daily duty free lunch” and the monitoring “is performed during the duty day and compensation is within the daily rate for teachers.”

The grievance was then sent to Nancy Bresell, Department of Defense Dependents Schools-Pacific director, who according to a copy of a union meeting minutes, had until Jan. 11 to issue a response.
