I see your point. Though I do believe there are some people today, especially with the Bush administration's help, fear that a terrorist attack with an atom bomb is possible also.

Ooops... I confused myself and didn't understand your post at first. I see now you were talking about the government believed there was a danger, not the people. I agree. I feel the Bush administration knows that the chance is maybe 1%. Hence the "1 percent doctrine" they have adopted.

I still wanted to show the similarities on how the 1950's government and the present one can use fear to motivate the masses to do things. Fear is one of the greatest motivators of all times.

Howard Zinn talks about that well.
