Not to self-congratulate or anything (while self-congratulating), but I have been saying that this return of the Cold War is something that is completely desirable to the Neos simply because the whole "terrorism" thing isn't working out so well. There is no concrete nation or enemy to hate and people ask way too many questions about the money and the Constitution in such a vague environment. During the Cold War, everyone knew that the Commies could "end the world" with their nukes and it was a clear enemy to fear so people cared less, were less inquisitive. Yes, a return to these circumstances would be beneficial to the Neos and to the new Russian government.
