the Rummy quote disappeared for a long time.

This isn't really a Bush thing part of the problem is that there are 1,400 accounting systems being used by the DoD. Why/How so many? When someone creates a new software system they get their congress person to buy X copies of it and it often gets dumped into the DoD or some other huge bureaucracy. Clinton/Gore were working on this but of course W et al had to ignore and reverse everything they did which is how we got to 9/11 but that is another story.

8. This concept is actually quite useful
I'm an architect and the idea is particularly applicable to the many things that typically come up in renovation projects. In fact for years my early stage renovation cost estimates have had one contingency for known unknowns (things I should have thought of had I looked at everything exhaustively; example - I forgot to include an allowance for special light fixtures) and another for unknown unknowns (things that come out of left field that I would never have guessed; example - the wall we thought was solid turns out to be rotten when we take down the plaster and has to be replaced), though I didn't call them by those terms that's exactly what they were.

... though I'm not happy it was Rumbo who came up with it.

While Walter reed decays, while poor and disabled people suffer, while old people suffer and this is just missing..well, I think it's time to DRAG it out of the pentagon. THE TRUTH of where our taxes go must get revealed down to the last nickle and if it's lost wring it out of this administration.. take it all out of these rich fuckers hides and take it from their Ceo connections and contractors "personal and family fortunes" . Make it painful and PERSONAL, because The Whitehouse corruption and carelessness affects ME personally..Rumfeld is a criminal pig and he must pay for his crimes..WE pay so,how come THEY don't pay anything and yet"lose" trillions and nobody notices.If I lost track of fifty bucks by neglecting taxes.. I'd be audited and the IRS would screw me to the wall.. So how come nobody audits the conservative psychopathic and RICH??
