How the hell is anyone supposed to make a citizens arrest without touching the other person.

3. He's 100% right. The point is to make the statement and get media coverage of it

No one actually believes the citizen arrest will result in an arrest and conviction. It's symbolic, and grabbing Rove just makes it easier to dismiss as over the top rather than creating a discussion about *why* Rove deserves to be arrested, etc.
