Of course, we don't know the complete context or the events that led up to the removal or the details of the law in Florida. Looks like it was pretty much a big mistake, though.
He had no priors and you're innocent until proven guilty, and it's considered in many jurisdictions prejudicial to be forced to testify in restraints. Removing restraints from people accused of non-capital crimes is a standard procedure in many states. For every guy like this you have to ask how many innocent people unfairly accused will be left to plead their case to a jury who might be prejudiced by their orange jumper and handcuffs.
