You can't eradicate the drug problem by busting the kids in the street. You have to hold the people at the top accountable or they will be back to do it again later.

Rogue interrogators? Wouldn't it make Bush's day if he could say, "Ordered them to Iraq? I didn't tell the troops to go to Iraq! They just went! I tried to stop them!"
