2. A lot of the cops at G20 were from the NYPD
The Pittsburgh Police had a lot of help from outside agencies, other departments, three-letter Federal groups, state police. One of the larger outside contributors to the police presence was from the NYPD. That explains everything.

Two words...Rudy Giuliani.

Rudy probably watches the videos of his (former) city's boys in blue beating up peaceful demonstrators and laughs.
