1. You aren't supposed to film secure areas. They warned her. She had no i.d....and
if you try to film or take a photograph inside major buildings - or even retail centers such as Bloomingdale's in NYC - you will be stopped from doing so by police.

A friend of mine was filming a documentary in NYC and was not permitted to film or photograph the lobby of the Chanin building. that is actually standard practice.

If you're filming, you should ask first. Carrying an i.d. when dealing with police is also a good idea.

accent it sounds like she could have been visiting.

There were witnesses that backed up her story.

I can assure you that in any place that is considered "Secure" by the government signs will be posted.

Inside private buildings the owners can have any policy they wish, even capriciously enforce; but, this was not the case.

And the cop was fishing for trouble. There is nothing more dangerous than a bored cop; jay walking becomes a felony offense.

3. Where you are standing while filming is not an issue. WHAT you are filming is.
In the UK hotels do not generally take you i.d.

4. From my own experience, London was a paranoid city before, during and after July 2005
Judging by this cop's attitude, that paranoia hasn't gone away. London has had several terrorist attacks over the past few decades so it's hardly surprising.

Sounds like she suffered from some police brutality during the arrest and she was falsely charged. Nevertheless, if she was filming as part of an art project she should have said it at the very beginning instead and possibly avoided this horrible experience.
