The song was about the mistreatment of Britain's "Travellers"(Gypsy or Roma people, the people who preserved the traditional music of the British Isles when it had died out among other Britons, and those who joined them in a nomadic travelling lifestyle)
by pointlessly uptight local governments and police. It speaks to the way homeless people are treated here as well.
