Sorry to be so crude, but watch and listen to the tape. He burps up a bit then covers his mouth and finally moves his lips and mouth as though there is something in his mouth (what he just burped up) and swallows.

He is pitiful about it. This maneuver appears to be something he has practiced previously -- done often enough to be comfortable with it.

Note that he burped several times in that short clip. He is drunk. And what is more, he is used to being drunk and covers it up well.

And he is going to be leading the House.

What a mess of a man.
