I know this sounds a little strange, but Colonel Gaddafi has really nothing from which to resign. The title he holds is "Leader and Guide of the Revolution," a title he has held since its creation in 1979. No authority goes with the office, although Gaddafi is clearly Libya's leader. Legally, it seems to be like being head of state (President) in a parliamentary system, or the King in a constitutional monarchy. So, while the President and Prime Minister (Libya actually has one of each) could resign, that wouldn't make Gaddafi go away. He could resign his office, but that would have no effect on his authority, since he does not derive his authority from his office.

However, just sending the sonofabitch into exile would, and it really won't matter if he goes to Venezuela, Saudi Arabia or Antarctica.

Yeah, at the very least send the guy into exile, you're right. He can't rule Libya very well from Venezuela.
