These type of schemes will result in teachers not wanting to teach in poor districts, plain and simple.

Poor district = poor test scores = lower pay

Teachers will leave the profession, or if they can, take refuge in a wealthier district

Wealthy district = good test scores = good pay

The other fact that is hard to deny, but might make some people feel uncomfortable in admitting it, is that emphasis on education is just not there in a lot of these homes in the lower income communities. Teachers should not be punished for that.
