1. Nuns in Seattle run them and they work
...as a matter of fact they have a higher rehab success because it is all about getting stable first. After an alcoholic gets stable it is then they can begin the process of drying out. Our "wet houses" sit right above an area where a lot of bars are. In contrast to the way its neighbors function, the buildings themselves are pleasant to look at and quiet with window boxes, no police activity, clean stoops, etc.

It is self defeating to expect someone to be sober to get housing and to rehab when they do not even know where they are going to sleep that night, whether or not they are going to eat as well as have to try to keep warm and safely sleep.

2. There is also the humanity factor.
If addicts are treated with respect and love and care, then they will feel a deeper sense of self-worth. Then they know that people are pulling for them, no matter what. That alone is a huge incentive to quit.

And, of course, relieving all the stress factors you mention...

I'm for it.
