If Lorita Doan's not being a lawyer excuses her from violating
the Hatch act, then would not being a lawyer excuse a bank robber for robbing a bank?
I mean, a bank robber who is not a lawyer might not even know robbing a bank means taking money with a gun. Or it might depend on the context of the bank robbery. Does the teller have a grudge against the robber? Are there cookies at the bank, or might the robber just be there thinking the gun was a Blackberry?

How is a poor alleged "bank robber" supposed to deal with these complex laws?

1. Lorita Doan is an obviously a sociopath.
She is manipulative. She asked Delagate Ms Norton repeat what she said simply becuase it was complimentary not because she could not hear her.

2. "Ignorance of the law is no excuse"
It's that simple.
