Iraqi units sent as part of the surge are operating at about 55 to 65 percent strength....
Pace said that commanders are trying to figure out a way to correct the problem, but he assured reporters it isn’t all bad news.
“They're not at the level we would like them to be total strength-wise, but they are showing up on the time they said they would,” Pace said.
