Clinton supposedly granted a respite to someone while he was President
I am wondering if anyone knows to whom and for what reason. A respite is not a pardon but a delay of sentence pending appeal.

3. Clinton did it to ensure someone's Civil RIghts were upheld
not to hand them out like political party favors.

2. It was a federal prisoner
I don't know the name.
More recently, President Clinton twice delayed the court-ordered execution of a federal prisoner in order that a study of discrimination in federal sentencing might be completed. The respite power has not disappeared.

9. No.
It simply stayed his execution while they assured his Civil Rights weren't violated. Prudent IMHO.

10. Good find dsc.
This obviously is how they are planning on saving Libby.
The scenario isn't even close, but details were really never their strong suit.
Just excuses.

11. You are the one who did the finding
Clearly they are intending to try this and using Clinton's sensible use of this power to justify their behavior. They are behaving more like Wilson did.

6. Here is what I found....
Most recently, Bill Clinton delayed the execution of Juan Garza in order that an ongoing study of bias in the federal death-penalty system might be completed.<6>

Garza was executed June 19, 2001
