Biden: Iraqi Civil War Continues - He doesn't know that 80% of all attacks are against our troops?

The United States should shift its focus in Iraq to support a limited central government and the autonomy of tribal regions, Sen. Joseph Biden, D-Del., told ABC News' George Stephanopoulos Sunday in an interview on "This Week."

The chairman of the Senate Foreign Relations Committee stressed, however, that the situation in Iraq is "first and foremost a civil war."
