CONNECTION PROBLEM FIXED!

I don't know what it was - the ISP said they had no problem connecting, so I turned my modem off and back on and now it works.

Weird!

Why is my ISP - Nifty in Japan, blocking DU all of a sudden?

I really don't know how else you'd encounter that particular anomaly.

You might see if other sites are also affected ... and see if http://sync.democraticunderground.com/ is blocked, too.
