If Sunni and Shiite Iraqis are so busy having a civil war how do they find the time to kill GI's?

Some factions consider the U.S. to be aligned with, or at least favoring and assisting, their domestic opponents.

Because the occupation is not popular, some factions feel that attacks on U.S. soldiers will increase their popularity, and enhance their standing relative to their domestic rivals.

Some factions appreciate that they would have greater freedom of operation to attack their domestic enemies were U.S. forces absent from the place.

the GIs are just one set of targets

Look at Yugoslavia during WW II

Plently of Germans died, but there was a civil war on top of it
