Iranians were given only two hours' notice of the move that limits private drivers to 100 litres of fuel a month.

5. Either they need nuclear energy or competent government.
They certainly don't have a shortage of oil. They either have a shortage of refineries to turn it into gas or a shortage of will to cut back on exports and use more of the oil for domestic consumption.

3. This has always been so. Iran does not refine
much of the oil it exports. During the embargos of the 1980s, there were always fuel shortages for gasoline and kerosene, which many people burned to heat their homes in the winter.

4. An oil exporting nation that's so ineptly run that it has to ration gasoline.
Despite all his huffing and puffing, Bush surely admires the Iranian's government's similar commitment to incompetence and mediocrity.
