Cheney Admits He's Part of the Executive Branch
Vice President Dick Cheney’s office "will not pursue the argument that he is separate from the executive branch," senior administration officials tell The Politico http://www.politico.com/news/stories/0607/4679.html.

"The decision follows a threat by Rep. Rahm Emanuel (D-IL), the No. 3 House Democrat, to try to cut off the office’s $4.8 million in executive-branch funding." Emanuel had scheduled a vote on Cheney’s funding for Thursday.

This man has taken so much flack while enriching his cronies that he could step down tomorrow and there will be dozens of billionaires who will care for his needs and his children's needs for the favoritism they've received due to Cheney's machinations. And, yet, Cheney blinks. Maybe it's because he can't stand using his own money for anything, he's so accustom to using public money to buy his every need.

but this little piece of bullshit talking point is what they will be going with now

David S. Addington, Cheney’s chief of staff and counsel, wrote in a three-paragraph letter to Sen. John Kerry (D-Mass.) on Tuesday that the executive order on classified national security information does not give the archivists authority over the president or vice president. Addington said that therefore it “is not necessary in these circumstances to address the subject of any alternative reasoning.”

Addington is saying Cheney (and Bush) doesn't have to turn over his papers and what Cheney said before (“not an ‘entity within the executive branch’ )doesn't play into it because this (quote above) argument trumps that one and that makes it case closed as far as they are concerned.

42. Yes - that is what Addington is saying
that the President and VP hold a unique place in government that puts them above certain oversights.
That oversight infringes upon the office of the executive and impairs the executive, thereby rendering the executive ineffective. That Congress is overstepping its power when it attempts to seek oversight of the executive.

The question at issue has to do with him turning over those documents, not which argument he pursues in order to NOT turn over the documents. But that doesn't explain this inexplicable fold from Cheney. He moved very fast to defuse that talking point and get this issue out of the media's scrutiny. So Rahm has to keep the pressure up to get those papers into the Archives - I guess the question is, will he? Will he threaten to withhold funds until Cheney agrees to come back under oversight?

And I am afraid that the issue of Cheney's breaking the law since 2003 will now be swept under the carpet with this latest maneuver.
