A resolution honoring the group was read later, but only after a delegation from the National Bar Association had left the Capitol. Thursday marked the first day of Black History Month.
The GOP's move infuriated Rep. Helen Miller, D-Fort Dodge, who was one of the lawmakers hosting the group.
"You can't do tactics like this when the reputation of your state is on the line," Miller said.
