We don't need to impeach Cheney...
When he is regenerating in his borg chamber, we can tell the military and secret service guys to sneak out of the bunker, cut off all lines of communication, and roll a rock over the entrance.

We would need to put up some of those 1,000 year warnings like they do around nuclear waste dumps, so people in future generations don't accidentally let him out.
