though progress has been made in some areas, and that more time is needed to allow the full strategy to be completely implemented.

Or something along those lines...

He might even stress the need for a wider dispersal of troops, requiring , of course, the need for maintaining - and even possibly increasing - current troop levels. With non-specific speculation on eventual troop reduction when the - next - progress report is given...perhaps by Spring 2008.

There are still car bombs most of which have the Al Queda signal on them.

I don't think Congress outta be running the war...they outta be funding our troops! I work with Congress, I listen to Congress...but i don't think it makes sense.

The role of the commander in chief is of course to consult with congress. Congress has all the right in the world to fund...what your asking is whether congress should determine troop strength, I don't agree.

We should have had a parlimentary system where the PM is questioned by the legislature, both friends and foes. In our case this fool is only questioned by his friends.
