Would someone please explain to Condi what a 'benchmark' is?
She just told Harry Smith that we can't take the benchmarks (on Iraq progress) one by one, we need to look at progress as a whole.

3. OK, I'll take a shot myself...
A benchmark is pass-fail. You measure completion by a precise standard and you either meet it or you don't. If you exceed the measure of success on one benchmark you don't earn extra points to offset failure on another benchmark.
