We've all seen the stories of a truck in a convoy getting a flat or some other minor failure and ditching the vehicle to stay alive. The can't even account for billions of dollars of cold-hard cash sent over there or even prove it did something positive.
How much does it cost to rig an IED? Not too damned much, all the stockpiles of explosives and munitions were left free for anybody to rape. After all, the orders were to race to Baghdad, eff the rest of it! One site had like 300 TONS of HEX and RDX explosives and it all just disappeared. Pretty much all of the other weapons and munitions depots were also left unguarded. So all the big ticket items were free to those who could get there. The only cost is for some way of triggering the device, that would be like $20 fop a garage door opener or tired old cell phone that no one would want to use.
One thing to be sure of in an asymmetrically warfare scenario is that the weaker opponent has the advantage. I could say more, but I gotta get some food.
