So is the purpose of the 30 hours of debate/filibuster procedure rules, and cloture in general, to
prevent parties from stampeding bills through that no one has read or debated, and to get at least a day's discussion out of it?

If so, getting at least 30 hours of debate seems like a good idea, but why a separate cloture vote in addition to the actual yea/nay vote? Again to prevent a minority part from being repeatedly steamrolled by a majority party with a slim majority? Wouldn't the Republicans' repeated filibuster of multiple Democratic bills/amendments constitute abuse of this protection?

What's the answer?
