the filibuster will not work for Republicans with new spending bills

The supplemental spending bill that Bush wants for his wars and his 2008 budget would need to get PASSED. A filibuster is a tool that blocks legislation from going forward, NOT A TOOL TO MAKE LEGISLATION PASSED.

The GOP will soon be rendered powerless when it comes for new funding. They cannot pass shit. They can only block. And blocking additional spending and blocking Bush's 2008 budget are good things.

If they block amendments so that the dem Congress will refuse to pass the budget, who gets the blame?

Or they could barter some amendements or budget items they want for allowing some amendments dems want.

So they can't pass shit (although I'm sure they do when they take a dump), and can only block, but they can still exert a bit of influence if they stay united as a block.
