24. Not insane - it's all a game to him
the soldiers are just the kids of the poor, so they don't really count to him. To him, they're just pieces on a chess board (or maybe checkers?)

I don't really think he feels anything for the dead & wounded.

3. He's laughing because it just dawned on him that
some of these soldiers will be going to Iraq and may return in body bags. He thought the missing WMD's were funny, too, and he's declared that he ended the day of 9/11 with a laugh. He's one sick sorry bastard.
