I think they started the new tactics (getting out into forward bases among the people) before most of the new brigades arrived. That caused some of the spike. They have probably also learned where not to go, more of the telltale signs of booby traps. And of course, they are kicking in doors and, in addition to making more enemies, finding some stuff and some "bad guys." So whereas the initial change in tactics was pure suicide, now it may stabilize a little and settle in on a monthly rate of about 90, as compared to about 70 last summer. And, of course, a higher rate of new enemy creation.
