If you want to know why the Congress must stop this change to the existing FISA law, then you need to read the bill.

If I'm reading this correctly, the decision to put people under surveillance AND decide if they are
reasonably considered to be outside the US is entirely up to Gonzales or the DNI and they don't have bother to tell anybody what they've been up to for an entire year. This effectively allows the AG to, a) finger any target, b) spy on him, c) gather any information he wants, and d) never bother getting a warrant.
