Citizenship question
If you are born in a territory of the United States (one now or a previous one before it became a state) you are granted US citizenship from Findlaw:

U.S. Citizenship by Birth or Through Parents
You may already be a U.S. citizen and not know it.

U.S. citizenship can be obtained in one of four ways:

1. birth in the United States or its territories

Article II of the Constitution states:

No person except a natural born citizen, or a citizen of the United States, at the time of the adoption of this Constitution, shall be eligible to the office of President; neither shall any person be eligible to that office who shall not have attained to the age of thirty five years, and been fourteen Years a resident within the United States.


My question: If you are born in a territory are you eligible to run for and be elected President?

2. Emphasize the next clause, "at the time of the adoption of this constitution" . . .
. . . and see if it makes a difference in the meaning of Article II.

Actually it was Barack Obama.

Yesterday at work, some ladies were discussing that he was born in Hawaii and asked if I knew when Hawaii became a state. So I researched online and found that Eisenhower signed statehood papers 2 years before he was born. So, I told them "Yes, he is eligible".

Anyway, it got me thinking about what if he was born before those papers were signed or anyone else who might run in the future if they were born in a territory and not a state. That is why I asked the question.

I remember this from back in the 60's...Mitten's daddy was governor of Michigan and was considered a rival to Barry Goldwater, but that Romney was born in Mexico and this could disqualify him...but it was pointed out at that time that his parents were US Citizen and ergo so was he. Thus even though Romney was born in Mexico, he was considered a full-blooded American citizen.

Territories are considered US soil...even if they aren't represented as a state as well as any American embassy. Now it'd be an interesting question if someone lives in our embassy for a specified time, does that make them a citizen?

9. My read of this is that you can be born in a territory,
but you can't be a naturalized citizen and be president. So, you could be Puerto Rican born and be president, but you can't be born in Austria and become president regardless of how long you've lived here. In other words you have to be born here AND have lived here at least 14 years.

I think in the original Constitution, maybe they were thinking of people who were born here, moved back to England (or somewhere else) and then in their adulthood wanted to come back and run for president which might be dangerous in terms of their loyalty and understanding/belief in our sort of democracy.

You can be born abroad as a citizen, if your parents are citizens and lived in the U.S. for enough years after a certain age.

Depending on the territory in question you can be a citizen. If you were born in Puerto Rico, you are a citizen and could be elected President.

Interestingly, Puerto Ricans in PR have no chance to vote for the President. But they can move onto the mainland at any time, and becoming a resident of a particular state, can then vote for President from that state.
