Why is an industrial accident rescue ; the mine disaster,
under the control of the owner ?

Their responsibility was to keep the mine safe and that is already abrogated; there's a conflict of interests.

Once a disaster occurs it should be under the control of public safety officials and personnel. Property rights are no longer applicable or appropriate.

1. Maybe because they also own the tools & equipment necessary

And Murray has inspectors he doesn't like transfered elsewhere.
