I think Cheney forced Rove out
Just a feeling, but a strong one. Cheney is a no-nonsense kind of guy, and I can just imagine Dick snarling in disgust at Rove, especially after that ridiculous act at the Press Corp dinner thing.

It was Cheney, all Cheney. He's consolidating power, and Rove was simply in the way. Hey, he's lucky he didn't get shot in the face. Or, maybe he did, figuratively.

I think he left because he knows that there will be now way to CONVINCINGLY spin the Sept. report from Iraq and knows the administration will sink lower and lower in the public's opinion as they try once again to make a silk purse out of a pig's ear, or a spring bouquet out of fat boy's sewage.

Knowing there's no convincing way to spin what continually doesn't happen (government, reduced sectarian strife, a quelled al Qaeda) into a positive picture (since everyone will remember the cost--4,000 American deaths, billions of Ammerican dollars lost, wounded and dead Iraqis, American GI's disabled, dispossessed, loss of ben Laden--and demand a change after the report, he wants to pull out before he's tainted with the FULL collapse.

Rove, IMO, isn't being forced out nor is he turning his back on the operation.
Nothing changes here. His work, however dastardly, has been a smashing success for them.
So he moves away from the WH - he will still control the situation as it warrants his attention.
In the best case scenario for us, it's about an impending criminal action. But he wouldn't leave for that. Don't forget; these people don't admit anything!
Also, nothing they say is correct or truthful. So, we'll just have to let this thing play itself out.
Bottom line: We haven't nearly heard the last of this piece of garbage.
