Why do House Democrats want to let delegates vote in the Committee of the Whole?

I think I agree with the Repubs on this one.

There is a resolution coming up that would let the delegates from DC and US territories vote in the Committee of the Whole in the House.

I have no problem with letting the DC delegate voting in Congress. DC residents pay taxes and they deserve full representation in the House and Senate. "No taxation without representation."

However I do have a problem with letting the delegates from the territories vote in the Committee of the Whole. First it seems like a cheap way to skirt around the fact that constitutionally only states may send members to Congress. Also folks in territories don't pay federal taxes so they should not have the ability to raise mine. "No representation without taxation."

Anybody else agree with me? Disagree?

1. The problem is
that only states can send representatives. DC is not a state. It's an administrative district.

Instead of giving DC their own representatives, why not change it's status to make it officially part of either Maryland or Virginia?

Or, at least allow the people in DC to participate as if they were citizens of one of those states?
